Robbers Target Payday Advance Loan Stores

Reports of robberies at payday advance loan stores are flooding in this month. Just yesterday, Jan. 29, two separate payday loan stores were robbed within hours of each other in Spokane, Washington. One Check into Cash location was robbed about 1:30 in the afternoon, and another store from the same company was robbed at 5:30 p.m.

Yet another Check into Cash location was robbed the previous week, on Jan. 20. Police believe the same man robbed all three stores. In every case the man was described as in his 20s, white, 5′5″ to 5′7″ and wearing a black ski mask, black coat and blue jeans.

A recent opinion piece in Springfield, Illinois’ The State Journal-Register - “Our Opinion: Will payday loan law help MacArthur?” - we hear even more bleating in the endless drone over payday loan store zoning.
Supporters of a recently passed 1,500-foot minimum restriction between faxless payday loan outlets - which the anonymous editorialist labels “essentially a moratorium on new payday loan stores opening within two blocks of an existing payday lender” - feel that the stores are harmful to property values and drives in an undesirable level of clientele. This, in turn, has supposedly damaged the economic prospects for the MacArthur Boulevard business corridor. The newspaper, however, wonders whether the lenders had anything at all to do with the commercial decline of the area, which includes the eviction of business from the MC Sports and Art Concepts spaces.

Since many payday loan stores have appeared in the area in a relatively short period of time, says the writer, it seems clear that demand for the product is clearly there. “And if there is a healthy market, more stores will arrive to serve it. And if those stores can't open within 1,500 feet of existing stores, they will open in areas where no payday lenders currently operate,” says the writer.

This could mean better overall coverage across Springfield, but whether it helps the area of MacArthur that inspired the zoning legislation remains to be seen. In an editorial in the Tucson Citizen where she responds to a previous column about the value of consumer financial education, Cooper lambastes the Center for Economic and Education Literacy (CEEL). Fast payday loans don’t cause bankruptcy; the rates are right; capping rates harm consumers; they have measurable intrinsic value; they provide credit-impaired consumers with a means to meet emergency cash needs and repair credit; and they can be a key element of financial survival. Ledbetter worked as a supervisor at a  Goodyear Tire and Rubber Company plant in Alabama for 19 years. When she was nearing retirement, she found out that she was being paid less than the men at the company.  She sued for discrimination, and the jury found the company guilty.

However, the Supreme Court threw out the case, saying she was required to file her suit within 180 days after Goodyear first paid her less than her peers. It is too late for Ledbetter to collect any money on her case, despite the legislation signed today.

"Goodyear will never have to pay me what it cheated me out of. In fact, I will never see a cent. In March, the inspector general found that the Army did not follow federal requirements in procuring body armor components and identified deficiencies in 16 of 28 Army contracts.

How does something like this happen? And are we to believe that the Army would simply “be proactive” while not confirming there’s a problem? “The plates are being recalled so that soldiers will not worry that they are wearing unsafe armor,” an unnamed Pentagon official said. The county commission in Nye County, Nevada,  is considering changing the minimum distance requirement between payday advance loans stores. Surprisingly, in a time when many lawmakers are placing more restrictions on payday loans, they are thinking of making it smaller.

Currently the minimum distance allowed between two payday advance loans stores is 1,500 feet. Last week the Nye County Commission denied a payday loans store’s request for a waiver. The commission assured the company’s attorney that they will review and reconsider the minimum distance code.

In this case, Cash AdvantEdge was denied a conditional use permit because it wanted to open a kiosk inside a Rent-A-Center. Because the Rent-A Center was next door to a Super Pawn, the company was not allowed to open the kiosk. Super Pawn also gives payday advance loans.

Commissioners agree that the purpose of the code is to prevent the proliferation of payday loan stores and other similar businesses. However, they realize that is some cases the minimum distance requirement isn’t the most appropriate code to follow.  Commissioners said they will consider a density requirement instead of a minimum distance requirement.

My two cents

I think the commission is wise to reconsider its code. The minimum distance requirement not only hurts businesses, it hurts consumers giving them fewer choices. Education in the Big Apple

In New York, one of the most populated areas in the United States, the Department of Education is facing a crisis. New York Schools Chancellor Joel says the system is in dire need of state aid. Without it, Klein says, the department might need to lay off 15,000 educators.

Governor Paterson has already drawn up the state budget, but Klein says that as the budget stands, schools would be taking a $1.4 billion cut. Predictably, Republicans also said the bill contained too much spending and not enough tax cuts. Obama said he was disappointed with the lack of support from Republicans but pleased with the passage of the bill.

Not so fast

Senate committees are currently writing up their own version of the bill.

Recently, there was a lively League of Women Voters-sponsored spirited debate about payday loans in Webster City, Iowa. It was a refreshing change from the usual talking head-type potshots that critics of the industry typically take. Time was given for both sides to make their case. Critics, led by Victor Elias of The Child and Family Police Center, focused upon limiting the annual percentage rate to 36 percent. Jeff Kursman of Check ‘n Go argued that this cap would be harmful. Andy Hallman of the Daily Freeman-Journal reports.

There are problems with Elias’s argument from the start, in that he cites Iowa’s 36 percent APR on car title loans. He asks for the same rate for fast payday loans, even though the two products are not equivalent. Then he claims that it’s too easy to get a payday loan, which leads to too many situations where people cannot repay. Yesterday Obama met with the entire Republican Conference to hear their ideas regarding the economic stimulus package. It was a rare move for any president, let alone a Democratic one. Makes sense to me. COBRA is for people who can’t afford to pay for medical coverage, just as a payday loan is only meant for times when borrowers don’t have savings.
